Consistent and ambitious long-term policies\u00a0show consumers that heat pumps are a wise long-term\u00a0choice,\u00a0and\u00a0so\u00a0spur\u00a0investments in Europe\u2019s\u00a0manufacturing\u00a0capacity\u00a0and workforce.\u202f<\/span><\/p>\n

In 2025, the European Heat Pump Association continued to\u202f<\/span>underline the importance of\u00a0such\u00a0stable\u00a0and supportive policies<\/span><\/b>.\u00a0This includes\u00a0ensuring national governments implement the EU\u00a0laws already agreed, such as all the climate and energy\u00a0directives for 2030, the \u2018Fit for 55\u2019 package.<\/span><\/p>\n

In February, the\u00a0<\/span>EU Commission published its\u202fClean Industrial Deal, alongside an Affordable Energy Action Plan. We reacted positively to\u00a0the Deal\u2019s\u00a0highlighting of the\u00a0need for industrial\u202fdecarbonisation\u202fand clean tech manufacturing. These are\u00a0<\/span>key to speeding up the transition to clean heating and cooling in homes and industries through heat pumps<\/span>.\u00a0<\/span><\/p>\n

One of our focuses\u00a0in 2025\u00a0was on the benefits of\u00a0stable policies\u00a0in terms of Europe\u2019s energy security. We organised\u00a0<\/span>a\u00a0<\/span><\/b>debate<\/span><\/b><\/a>\u00a0in\u00a0the\u00a0European Parliament on\u00a0<\/span><\/b>the topic, hosted by MEP Thomas Pellerin-Carlin. We\u00a0launched\u00a0an\u00a0<\/span>analysis<\/span><\/a>\u00a0showing Russian gas import equivalents could be replaced by 14 million heat pumps,\u00a0supported by\u00a0<\/span>an\u00a0infographic leaflet<\/span><\/b>\u00a0and social media content.\u00a0<\/span>

\n<\/span>Energy security was also the focus of our\u00a0<\/span>Heat Pump Forum<\/span><\/b>, our major annual conference held in September in Brussels, with over 200 participants\u00a0and a range of\u00a0insightful panellists and networking moments.<\/span><\/p>\n

We continued to\u00a0lead\u00a0\u00a0the\u00a0<\/span>Heat Pump\u202fAccelerator\u202fPlatform<\/span><\/a>,\u00a0an initiative from the European Commission which\u00a0brings\u00a0government authorities and energy agencies, civil society organisations, utilities,\u00a0financiers\u00a0and researchers together. The aim is to share\u00a0good examples and\u00a0policies that\u00a0impact\u00a0heat pump deployment.<\/span><\/p>\n

The initiative is co-organised by the European Heat Pump Association, the Belgian research organisation VITO, and the German research institute Fraunhofer ISE for the European Commission.<\/span><\/p>\n

On a national level, we worked with our national association members to highlight what is taking place\u00a0to support heat pump rollout, for example by updating our\u00a0map\u00a0<\/span>of fossil fuel boiler bans in\u00a0Europe<\/span>.<\/span>\u202f\u00a0<\/span><\/p>\n

Further EU\u00a0initiatives\u00a0are expected in the early part of 2026 that will support\u202f<\/span>clean industrial competitiveness, electrification, and decarbonisation of heating and cooling.<\/span><\/b>\u202fThese are the\u00a0<\/span>EU electrification action plan<\/span><\/a>, the\u00a0<\/span>heating and cooling strategy<\/span><\/a>\u00a0and the industrial accelerator act.\u202fWe will continue to deepen our relationships with key policymakers, through\u00a0closed meetings and targeted events but also through initiatives such as the successful policymaker\u00a0tour\u00a0we organised at the ISH heating and cooling trade fair, with members of the European institutions.\u00a0<\/span><\/p>\n

Our policy team\u2019s work\u00a0on the importance of clear, supportive policies\u00a0is supported by our communications and by a range of EU-funded projects in which we are involved.\u00a0These include a project\u00a0helping develop\u00a0aquathermal\u00a0energy,\u202f<\/span>WaterWarmth<\/span><\/a>;\u00a0building digitalisation project\u202f<\/span>Meta build<\/span><\/a>;\u202f<\/span>Shift 2DC<\/span><\/a>\u00a0on direct current solutions;\u202fthe\u00a0<\/span>RHC<\/span>\u00a0project, which has just been extended,\u00a0on defining a shared strategy for a shift to sustainable heating and cooling\u00a0and\u202f<\/span><\/a>REDI4HEAT\u202f<\/span><\/a>\u00a0on the implementation of the EU Renewable Energy Directive, which\u00a0came to an end\u00a0in 2025.\u00a0<\/span><\/p>\n
